FG, partners launch programme to empower 10,000 youths and women

The Nigerian government, in partnership with civil society groups, has unveiled a new livelihood initiative aimed at empowering 10,000 vulnerable youths and women across the country, in a move officials say will help curb insecurity and violent extremism.

The programme, launched in Abuja by the National Counter Terrorism Centre (NCTC) and Giving to the Needy Mission International (GINMI), seeks to provide sustainable income opportunities while addressing the socio-economic factors that often drive recruitment into extremist groups.

In a statement presented at the launch on behalf of the National Coordinator of NCTC, Major General Adamu Laka, the Director of Preventing and Countering Violent Extremism, Abimbola Wonosikou, said the initiative reflects growingcollaboration between government institutions and non-state actors to reduce vulnerability among at-risk populations.

He said poverty, unemployment and social exclusion remain key drivers of insecurity in parts of Nigeria, adding that targeted livelihood support can play a critical role in preventing radicalisation.

Dr Reuben Uche Egwu, founder and board chairman of GINMI, said the programme would run for three years and cover 12 states as well as the Federal Capital Territory. He noted that beneficiaries would receive vocational training, startup support and mentorship aimed at building long-term economic independence.

According to him, similar community-based interventions have shown that empowering vulnerable groups—particularly women and young people—can significantly reduce the appeal of violent extremist networks.

Nigeria has faced a prolonged insurgency in theNorth East, alongside banditry and communal violence in other regions. Experts say that beyond military responses, addressing underlying economic hardship is essential to achieving lasting peace.

The Mandate Secretary for Women Affairs in the Federal Capital Territory, Adedayo Laniyi, described the initiative as timely, stressing that inclusive economic opportunities for women and youths are central to stability and national development.

The Livelihood Empowerment Initiative is expected to be implemented in phases between 2026 and 2028, with pilot schemes set to begin in selected states and the FCT.

Officials say the programme aligns with Nigeria’s broader strategy on preventing and countering violent extremism, which emphasises community resilience, skills development and partnerships with non-governmental organisations.
